Germany Passing Out Marijuana

It is being tweeted and re-tweeted all over twitter: 


"Germany Goverment Grew 90 Million pounds of marijuana and is distributing out to every tourist" 

This was tweeted by CNN US as Breaking News.  https://twitter.com/search?q=%23BreakingNews&src=hash

Tweeted on the same page was "Germany captured 90 Billion pounds of weed and is giving it out to the whole country" 

So ok now, what I am wondering, which one is it? Did they capture it or grow it?

Are they giving it to the whole country or tourists? Now, how many people are thinking, or dreaming, about traveling to Germany now? Tell me what you think about it?
